Are dogs in a stroller allowed in shops?

Before I ask this question I want to make it clear that I do belive dogs are dogs and they should walk everywhere possible. But I hate leaving my dog at home alone when I go shopping I would love for her to come with me but where she is so small and cute I dont want to leave her outside shops incase someone steals her (This is becoming common now!). The other day I was at a large shopping centre and a woman was walking around with her dog in a special dog stroller. Is this allowed?

Over the years I am seeing dogs in many stores, typically in peoples arms though.. but a stroller I would think would make it more comfortable for them.

Multi-store Malls (even those with no dogs allowed)

Toy’s R Us
Shopper’s Drug Mart
Zehrs <-- though even me as a dog lover & owner.. I was not impressed

Together my 2 dogs weigh 10 lbs and the only store I have ever taken them into was the pet stores in the area. I have considered getting a stroller for them, but thats more for their safety when I take them to places like the flea markets or the fairs and parks but thats more to store their poopy bags, leashes, water etc.. and for one to lay down in if they get tired.
